Hi. I have the following to share:
 
While wiritng policies for and organization, we need to prioritize. The most urgent will be the policies which affect the day-to-day working of the company, like Attendance and leaves, Domestic / International Travel, Mobile Phone reimbursement, local conveyance, Blackberry, Transfer, relocation and deputation, laptop and datacard etc.
 
Once these are in place, then we can move to the employee hygiene-related policies. These may be numerous, like gift, birthday / anniversary celebration, discount shemes, salary advance, Mediclaim, corporate card, promotion etc.
 
As you have rightly mentioned, there are a lot of statutes to be taken care of. Like in the case of leave policy, there are minimum no. of earned leaves defined, which vary from state to state. Then in policies where you are giving benefits to the employees, like in relocation / deputation, salary advance, etc, requisite sections of the Income Tax act need to be considered.
 
You also have to keep in mind the practices being followed in the industry. The easier way of doing it will be to work on getting policies of other companies working in the same industry as yours, as your employees will usually come from your competitors only, and there will be comparisons in the policies / benefits.
 
You may have to involve your finance people as well, as most of teh policies will have financial impact on the organization, which need to be appropriately accounted for and necessary provisioning will required to be done. A good practice will be have a round of discussion with the heads of various departments, and take their views as well. If this is doen, there will be minimal resistance in the implementation of the policy.

At first, pl. make  aware of your Org. Management that "Policies are of the better organizational control and the employees are adding value to it".  Id not, policies will have no policy. 
 
The Policies at first emerge  HR related areas only. 
1. SElection Policy
2. Induction  Policy
3. Salary Policy
4. Perquisites Policy (LTA or LTC, Medical, Conveyance, etc., etc.,) 
5. Leave Policy (both statutory and bargain)
6. Promotion Policy
7. Termination Policy
8. Resignation Policy
9. Retirement Policy
10. Training Policy
11. Staff/Labour Welfare
Similarly, the other HODs may frame poloicies such as Marketing, Finance, Stores, Purchase, Logistics, etc.,
Once the policies are writen with clear and simple sentences, it is to submitted to the Management Committee. if any, in your Organization, who wil in turn peruse the same and wil send to TOP management for Implementation.
 
If no committees are framed and formed, you may discuss the policy guidelines through PPT presentation and get is approved with the signature of the TOP man/woman of your organization, as a token of acceptance of the policy guidelines framed therein.
 
This will avoid any sensitive issues at a later date.  Spoken words die, but written words live.
